Which Country is more likely to reach Mars first- China or the United States ?

I know the Chinese are working hard to get men to Mars. The US wants to by 2030 but our space program is declining . People are losing interest in NASA and space exploration in general. Plus there's an argument that we don't need to send men to mars , it's dangerous. Use Robots instead, like we did in the past.
