At what point must a person be clified as "defective"?

WE are all mutated. The fact that we are all the same and different , helps make us human. I don't think that a defect ever needs to be pointed out. It is what makes us, well....us. Having a handicap, mental or physical is really the same as having a big nose, or being extremely tall. It is all in the roll of the dice. I really think that when you start "clifying" humans is when you run into trouble. Hitler seemed to fall into that category and we all know how that turned out. I would not recommend drawing that line.
