Why are there programs that benefit just minority's?

Because there are some people who think that we should judge a person on their skin color or gender instead of their character, knowledge or skills. They believe that we should have one standard for white males and another lower standard for minorities and women. It appears that they believe that just because a person is a minority race or a woman, they are incapable of competing in school or the workplace. Personally, as a bi-racial woman, I find this insulting to me and discriminatory towards white men.
