What is going on with women being hared into hiding in majority Muslim countries?

I don't know if it's worse, but this has always happened. My friend lived in Iran and was hared constantly because she didn't cover her head. They spoke in Farsi, saying horrible things thinking she didn't understand, but she spoke Farsi.
