UK- I have a worcester 24cdi boiler - the heating is on but doesnt warm up the flat when its very cold outside?

when its like 3 degrees outside the boiler struggles to heat the flat but when its about 8 degrees the boiler warms the flat - what is wrong with the boiler? - the radiators are warm top and bottom and do not make any noises
